September 14, 2016 - The Northeast Michigan Council of Governments (NEMCOG) is assisting Otsego County and Elmira Township with updating their 5-Year Recreation Plan. A draft of the plan will be available for public review and comment for the next 30 days at the Otsego County Library Reference Desk and at the link posted above. The Recreation Plan identifies goals, objectives, and action items for improving recreational opportunities in Otsego County and Elmira Township. Communities are required to have a current 5-year, MDNR-approved Recreation Plan in order to qualify for a recreation grant funding from the MDNR
